§ 31.163. POWERS AND DUTIES OF HOUSING BOARD.

  • (A) The Housing Board is designated as the city's Urban Homesteading Agency and Housing Site Development Agency, both in accordance with the general statutes and shall exercise all the powers and duties conferred by the general statutes on such agencies.
    (B) The Housing Board shall be empowered to act in accordance with the general statutes and in conformity with the Charter of the city and this code of ordinances. In addition to its powers and duties under the general statutes, the Housing Board shall provide the following functions and perform the following duties:
    (1) To provide long-range planning in policy formulation and program evaluation for the housing office;
    (2) To review and comment to the Director on annual budget recommendations prepared by office staff;
    (3) To approve the acquisition of real property by eminent domain in accordance with state and local law;
    (4) To review, modify and approve all plans, including any amendments thereto, required to be prepared and approved by the provisions of the general statutes by the Housing Board when it serves as any of the agencies listed above, and all other plans as may be referred for approval by the Director of the Housing Office; and
    (5) To file, in the month of February of each year, a report of its activities of the preceding year with the Mayor and the Board of Aldermen.
    (C) Successor in interest. The Waterbury Development Agency, as reconstituted by this chapter:
    (1) Shall succeed to any and all right, title and interest, which the previously constituted OHND may have in and to any contracts and/or property, real or personal, tangible or intangible; and
    (2) Shall further succeed to any and all liabilities which the previously constituted OHND may possess, known or unknown, actual or contingent, relative to the operation as the Housing Site Development Agency and the Community Development Agency of the city.
